Proverbally Yours/Message and Delivery Idea Development

A few notes and ideas for the mail shot, although I feel like I've been struggling a little to come up with a solid concept. So far, my ideas have been to either

  •  urge women to break their silence on domestic abuse
  • urge police officers to break their silence if they are facing stress/bullying in their working environment, because it's such a high pressure job or to send out some form of business card/comment card that would encourage people to either become more a part of their community, or to write down any issues they are facing so they would be anonymous, and technically they would have told someone without having to physically say anything.

Colour wise, I'm unsure whether to keep the red, white and black, or use the colours of the police force, which are navy, black and white. I feel like red white and black would probably have more impact, but would maybe be less recognisable?

So far I don't feel I've been that innovative in terms of manipulating the paper and making it more interesting, but then I also feel like maybe seeing as it's coming from a police officer, I should maybe try and keep it simple, as the tone I imagine a police officer to have is quite neutral but serious. Or, should I make it more playful and unique to try and balance out the serious message I'm trying to send out?

I do like the ideas I've had so far, so I'm just going to have to continue to try and work with them a little more.
